On October 14, 2025, the Edo State Executive Council under His Excellency, Senator Monday Okpebholo, officially established MHAPA to lead the state's humanitarian and poverty alleviation agenda.
Dr. Marie Bisi Idaomi, Esq. was appointed Honourable Commissioner, with Dr. Efosa Aisien (MB.BS; FWACS) serving as Permanent Secretary to drive the ministry's mandate.
Five flagship programmes were rolled out covering livelihoods, MSME support, vulnerable group protection, NGO coordination, and crisis intervention reaching all 18 LGAs.
MHAPA established coordination frameworks with NGOs, development partners, and international organisations to amplify impact across Edo State.
MHAPA operates under the direct authority of the Edo State Executive Council, ensuring alignment with the state's broader development agenda.
